Meh, personally, I think the system doesn't work. For instance, KrevZabijak (Sp?) only got scouted today I think, and I've seen many good unscouted artists. But people who are scouted are afraid that the person they are scouting is irresponsible, and will just scout everyone, which will lead the original person banned and unscouted.
Also, I have been scouted. Except I lost it because someone, somewhere was banned, so the ban was followed along the tree until it came to me, and I was unscouted. I think it should be the art moderators responsibility to go back and check if anyone actually did deserve to be scouted.

Indeed, the system does need much reform. We need a less flawed system that would work for art, and I say that because the systems for the audio and flash portals only work for their respective medias, and not for art.
For example, is the Art Portal had the Flash Portal's blam and protect system, it could work initially, but drawings rely more so on personal taste than a Flash film or game would. So, if enough users don't like the style of an otherwise good piece, it'll be blammed and the author will be confused as he/she doesn't know what to improve upon.
A system like the Audio Portal could work I guess, but it would be so easy to steal a piece of artwork once you've been approved, because the Art Mods are modded for their drawing abilities, rather than their knowledge of all the drawings on the Internet.
We should design a totally new system, because the way the Art Portal is right now, one person could screw it up for a good artist, when it's not the artist's fault in anyway. We should design a totally new system, or just one like the current one only less flaws.
